It was created on 20 February 1942 from the 1st Fortification Brigade and received the mission to guard the seaside in the Odessa region and the Dnestr Estuary. On 1 May 1943 it was united with the remains of the 6th Infantry Division, which had been destroyed in the battle of Stalingrad.
