The text reads:

"The Ministry of Defence

We the undersecretary of state at the National Defence Department confirm the fact that through the ROyal Decree No. 2401 from 17 August 1942, His Majesty the King has bestpwed the "Steaua Romaniei" Order with swords Knight class with "Virtute Militara" ribbon to cpt. av. Manoliu Gh. Alexandru, from the COmbat Air Grouping, for his deeds in the war against the Soviet Union in 1941."
