And what's this? Does anyone recognize the vehicle? I think it's a communication mobile station or something like that. Or a radar.

Seriously, it looks like a medium-size satellite antenna folded for travelling. The US Army uses similar ones on HMMWVs. I have no idea what the vehicle is... the sloped sides of the compartment at the back do not look like a command vehicle...usually they are more "box-like" to give more space inside. |

Well it does luck like the Zil mobile platform used for transporting/launching Scud model B missiles… and I think it is a Zil of that type. But since Romania does not presently own Scud missiles, I think the Zil platform is multifunctional.
