The question is if someone can identify the General de Brigadă (first from right) in the photo attached below. Location and time-frame - unknown. Thanks!

Yes, you are right, I consulted the excellent list Romanian officers decorated with "Mihai Viteazul" Order and after eliminating the known faces, the ones I could find photos of, and the ones decorated after 23 August 1944, I came up with the following list:
