The picture it’s not very clear, but the cap badge (a helmet over a cuirass) seems to indicate an Engineer officer (Captain). His tunic has soft shoulder straps with rank bars made in gold braid, and brown leather/wooden buttons, adopted in April 1941. The collar patches should be black piped red but are of an unusual light colour. He carries an M. 1934 cap with a big front badge and the cap band covered with black (piped red) silk.

I’m not a medals specialist but I just wonder if on the ribbon bar are the M.1938 “Faithful Service” (“Serviciul Credincios”) “war” (“de razboi”) medal and “The 1916-1918 War Commemorative Cross”.

The first ribbon could also be that of the Military Virtue Medal (red with light blue edges) indicating a wartime award of the Order of the Star or the Order of the Crown with swords. The second ribbon looks indeed like that of the http://www.worldwar2.ro/forum/index.php?showtopic=2710.
