What this medal is?

There are Regele-mihai's monogram.

and character"winter campaigne"

I can't speak Rumanian,but I can read Rumanian.
I translate the description of "Mihai Popteanu".

Does anyone have any information about this medal? Manufacture, number of issue, etc. I noticed that it has the same ring suspension as the Fight Against Communism Medal. I also noted that the Eagle is in flight clutching an Air Force Dagger. Air Force issue ?

The attached PDF file seems to only show part of the article as it ends in mid-sentence at the bottom of the page, does anybody have the rest of it?

And can somebody kindly take the time to do an English translation so I understand it fully?
