It is not a book, but rather a photo album. It seems to me you already posses the best book in English on the Romanian army in WWII. Unfortunately, it is also the only one. If you are interested in the Romanian Royal Aeronautics in WWII, there are however two good titles dealing with it, wrote by Denes Bernad:

Rumanian Air Force, the prime decade published by Squadron Signal
Rumanian Aces of WW2 published by Osprey

The Romanian Navy Torpedo Boats deals with all torpedo-boats, both WW2 and post-WW2 to our days (yes, Romania still operates torpedo-boats, probably the only NATO country to do so).

The other two, I did not have the chance to see, but the one on the "Foreign Legions" seems t obe dealing with the Waffen SS volunteers, thus not the Romanian army.

Ross Hackett was clearly interested in more text, not photos.

Try: 'Odessa, 1941-1944: A Case Study of Soviet Territory Under Foreign Rule', by Alexander Dallin. Hardcover, 296 pages (May 1998), publisher: Center for Romanian Studies, Rumania. ISBN: 9739839118.

Mind you, it's not a pure description of the military operation to conquer Odessa in 1941, but rather a sociological-historical study, focusing on the post-Oct. 1941 era. However, it's well worth reading it.
