I don't think this picture is related to Tidal Wave. Note behind Antonescu, general Avramescu and another mountain troops officer.

Some of these pilot officers appear to be from Gr. 7 van.

I can instantly recognize Serbanescu (2nd from right in the row), next to him being Dan Scurtu (the 3rd), but the others are also known (I am at my office, away from my sources).

The ARR General Antonescu is talking to is Jienescu (you can't miss his monumental nose).
