From the evidence supplied the Battery picture is of either
German artillery: The coastal batteries : 1.Tirpitz» 3-280 mm, to the south of Constantza, or 2. Lange Bruno» 3-280 mm, to the north of Constantza, |

There were several German naval coastal batteries (as well as Rumanian), as well as naval units based in Rumania:
Gruparea Artilerie de Coasta Germana – Constanta 716.Kusten-Artillerie-Abteilung Batterie “Tirpitz” – 3 x 28.0cm Gun – South Constanta – installed 03/22/41 Batterie “Breslau” – 3 x 17.0cm Gun – Constanta (Vii) – installed 03/14/41 Batterie “Mamaia Sat” – 3 x 10.5cm Gun – Mamaia Sat – installed 03/08/41 688.Eisenbahn Batterie “Lange Bruno” – 3 x 28.0cm Rail Guns – North Constanta – arrives 03/08/41 789.Kusten-Artillerie-Abteilung 1.Batterie – 3 x 10.5cm Gun – Cap Midia – arrives 02/23/41 2.Batterie – 3 x 10.5cm Gun – Constanta (Vii) – arrives 02/23/41 3.Batterie – 3 x 10.5cm Gun – Cap Tuzla – arrives 02/23/41 |

Judging by the size of the shell, I would say it's a 17 cm caliber battery.
