I can't speak Rumanian,but I can read Rumanian.
I translate the description of "Mihai Popteanu".

Does anyone have any information about this medal? Manufacture, number of issue, etc. I noticed that it has the same ring suspension as the Fight Against Communism Medal. I also noted that the Eagle is in flight clutching an Air Force Dagger. Air Force issue ?
