The company comander, capitan (rez) Alexandru Badescu, is on the right. The locotenent on the left is very likely his subordinate (he appears in several other photos as well). The soldier seems to be polishing the captain's boots.

Was it normal that the subordinates had to do minor (humilating) works? Or is it just a "show" for the picture?
