Help Id ing a 30-40 award

My grandfather was Polish and received various awards as a diplomat. One of the awards looks very much like a Rumanian order of the Star....and yet the ribbon in the photo looks like it has white edges to it..which the Star ribbon dosent have..and there seems to be a very strange rosette on the ribbon as well..
I am a bit stumped..and would like to ask the forum members for their opinions ..and help on identifying the right award...The award was given somewhere between 1930 and 1940.

The other question I have is that you are showing an order of the Star with swords.
and in the blurry photo it does look like one with swords...but would this be given to a diplomat??

If he served in the war as a reserve officer, than yes. He could also have been a career officer that eventually quit the army in order to engage in politics.

My Grandfather fought in the Polish Soviet war of 1920 as a NCO,
and afterwards joined the Polish Diplomatic Corps. Would the Rumanians therefore take into account this when awarding him a medal?
The Rumanian Foreign Affairs Offcie responded to an enquiry I made to them..

Dear Mr. Dayton-Mohl,

I am sorry to inform you that the present Romanian Chancellery of Orders doesn't have any records of the decorations conferred before the year 1998 (when was adopted the first post-communist Law on national awards).

In what that concerns the image you sent to us, the last insignia seems to be an Officer of the "Star of Romania" Order (the 1932 model). As a consequence, this award should be granted to your grandfather after this year, but - probably - not after the fall of the Polish Republic, in 1939.

My opinion is that your grandfather received the Civil version of the order, officer grade.
