Without claiming to possess solid knowledge of military tactics, I dare to say that the tactics used by the Finns in the Winter War seem to include characteristics of the partisan war (ambush, harass, trap, feint). It's also true that the weather and terrain seemed to disadvantage more the Soviet side... as will later disadvantage the Germans in their campaign in the USSR...

Very rarely did the Soviets venture from the roads. All the Finns did was ambush them at various points, block the road and then reduce each pocket one by one. The famous motti battles that dragos already posted a link to, although this wasn't a Finnish tactic prior to the war, it sort of developed as the war was being fought.
