Major Alexandru Candiano-Popescu came from a previous post by Victor which gave three names of Romanian awardees:

You have confirmed this far Prince (later King) Carol I and General Alexandru Cernat. So it must be one more Romanian officer on the lists for the 1877-1878 War. Try a different spelling for the major: "Kandiano-Popescu", "Alexandru Popescu", "Popesco" etc.

Alexandru Cernat was "one-star-general". Isn't it the same as the "Major General" in the Russian Army?

Thanks a lot. Is Ceobanu a 1st lieutenant or a 2nd lieutenant?

Any luck with the third Romanian award for the 1877-1878 War?

Translation of the first paragraph:

Usually known as the "hero of the Ploiesti Republic" general Alexandru Candiano Popescu is one of those treated unfairly by history. He was born on 1 January 1941, in the village of Lipa, Buzau county, following a military career from early age. He graduated form the Military Officer School in Bucharest on 10 July 1857 and went up thorugh the ranks to captain. He resignated and went to study law in Italy. In 1877 he was mobilized and took part in the Independence War, distinguishing himself while leading the 2nd Vanatori Battalion in the famous attack on the Grivita 1 redoubt. In his report, general Alexandru Cernat, the Minister of War, mentioned the fact that the volunteer Alexandru Candiano Popescu offered himself to lead the battalion, without being asked to. For his deeds during the war he received the Steaua Romaniei Order Officer class, the Virtutea Militara Medal in Gold, the Trecerea Dunarii and Aparatorii Independentei Medals and the St. George Cross. After the war he became a police prefect and then, for 12 years, the aid of King Carol I. In 1894 he was promoted to the rank of brigadier general. He took part in the conspiracy that forced Prince Alexandru Ioan I to abdicate in 1866 and then he took part in the short-lived Republic from Ploiesti.

After this short biography comes a memo forwarded by Candiano Popescu to the Minister of War in 1895 regarding a controversial issue of the soldier who captured the Ottoman flag at Grivice Tabla: Grigore Ion (from his vanatori battalion) or Grigore al Lucai (from the 16th Dorobanti Regiment)
