The first Romanian AA guns were actually designed by two, Colonel Stefan Burileanu and Colonel Gabriel Negrei. They transformed the 57 mm fortress gun into a quick firing AA gun. There were thus two types: semi-fixed rotating gun (Burileanu system) and mobile gun on carriage (Negrei systen). In 1916 Romanian Army had 72 AA guns Negrei system and 20 AA guns Burileanu system. Also there were 13 75mm model 1880 AA guns on fixed platforms.

Burileanu also invented the AA fuse with long set-off duration.

Burileanu became brigade general in 1918 and division general in 1933, and he is considered the precursor of the establishment of the Romanian AA, whose founding father is considered Colonel Ion Bungescu (brigade general in 1945).
