What's the name and how rare is this badge?

Reportedly, this breast award badge was issued for Staff Officers serving as military advisors to the War School in Rumania during W.W.II .

The image is not so clear... This should be the academy badge for officers... I saw the item on eBay and the seller says that it shoud be of avaition... But I'm not so sure of it... What proves that it's an airforce badge???????? This badge could have been awarded to every officer, including ground forces, airforce and marine.
