At what level was Japan represented in Bucharest, in 1920's...1930's...1940's?

In the period you mentioned,diplomatic relations betwen most nations were at " Legation " level,headed by a minister.As far as I remember,all romanian diplomatic relations were at that level prior to SWW,inspite of MAE eforts to rise them to embassy level,with some countries such as France.
