No, I am not. I remembered that the seller had several other photos from Bucharest (I hope I remembered right) and I assumed this one was also taken there. But if you have a good reason to say that the photo was taken in Halele Centrale in Ploieşti, I have nothing against it.

What is the thing by the Royal Palace, a crane or an antenna?

The photo was taken quite soon after the bombing since there still was a lot of smoke and there were people running around. Hence I do not think that there was enough time for the crane to be brought to the palace. It must have been there before the bombing. Was the palace damaged before the bombing? Was that the "new wing" of the palace still in construction (?) at the abdication of Carol II? Maybe work was still in progress on it, but with a lower pace due to war shortages.
