Organization of the Army High Command.

A - King Michael is the Commander in Chief of the Armed Forces. He has deligated this authority in time of war to Marshal Ion Antonescu who is Premier of Romania and exercises dual powers of political and military leadership as a virtual dictator. As Premier, he has the power to appoint members of his cabinet. Antonescu himself took the post of Minister of National Defense when he came to power in 1940. Later, he appointed General Constantin Pantazi to this position.

B - Supreme Council of National Defense. Highest authority in defense matters is theoretically in the hands of the Supreme Council of National Defense which consists of a President, appointed by the King, and 12 members who are high ranking Army Generals. This body acts as the policy forming organ in all matters concerning national defense. In actuality, during the war, Antonescu himself and his personal advisors determined all important questions of policy.

C - Ministry of National Defense. The Ministry of National Defense is an administrative body which carries out the decisions of the Supreme Council of National Defense. It includes four under secretaries : Army, Navy, Air Force, and Armament and Production. The portion of the Ministry of National Defense which is headed by the Under Secretary for the Army is divided into 16 main sections including the Inspectorates of arms and services.

D - Superior Army Council. Permanently attached to the Ministry of National Defense is the Superior Army Council. It is consulted on all questions concerning the organization and preparation of the Army for war, the drafting of military laws affecting national defense, changes in armaments, supplies of war material, an in general, all questions which the Minister considers expedient to submit to it. The Superior Army Council consisted of:
Minister of National Defense, Chairman
Under Secretary for the Army, Vice-Chairman
Inspector General of the Army
Chief of the General Staff
Chief of the Royal Military Household

E - General Staff. The General Staff is directly charged with the administration and control of the Army. It is headed by the Chief of Staff, General Steflea, and is composed of 10 sections divided into 2 groups under the 2 Assistant Chiefs of Staff. The 2 groups are as follows :

a - First Assistant Chief of Staff
1- Personnel
2- Intelligence
3- Operations
4- Administration
5- Historical
6- Geographic

b - Second Assistant Chief of Staff
1- Organization and mobilization
2- Material and services
3- Instruction, regulations, and schools
4- Transportation

This information was taken from the Book " Southeastern Europe Axis Armies Handbook. I do not know the accuracy of the information as I am not the original author. I have included it onto the website because there is no mention as to the Organization of the High Command.

If you will read his biography on this site, you will see that he was indeed the undersecretary of the Navy. Why was he appointed in this position I don't know.

Then how comes that on the article on the site, Nicolae Sova is undersecretary for the Navy since 6 February 1942 ?
