Here is a 5-piece exquisite decoration assembly:
I believe only the far right one is Rumanian, the rest are Prussian and Austrian decorations.

The 2nd from left is "Prussian Order of The crown Fourth class"
This three orders are vert high price items,
This is good medal bar

Here is my favorite Order bar. This is in my collection and once belonged to a highly decorated Wuerttemburg Officer. The only thing even remotely related to Romania here is the Hohenzollern Knights class with swords but of course this is not the same but rather the house order of the Reigning Empirer and king if Prussia.

Note the rare Wuerttemburg Military Merit Order. 3rd order from left...

Indeed the second order from the left is the Royal Hohenzollern House Order, but as you said it is only remotely related to the Romanian Hohenzollern House, being the house order of the Prussian Royal/Imperial House.

Much closer related to Romania is the Princely Hohenzollern House Order of the Catholic Sigmaringen branch of the Hohenzollern family to which King Carol I and King Ferdinand of Romania belonged.

The difference between the two orders is the motto: VOM FELS ZUM MEER for the Royal Hohenzollern House Order and FÜR TREUE UND VERDIENST for the Princely Hohenzollern House Order.
