Who is this German officer with cpt. av. Serbanescu. Is that a pilot's observer badge?

It's a good question. I've also tried to find out the name of that Luftwaffe officer, in vain, however (there are a couple of photos taken in sequence at the same time). It appears the officer was a liaison officer, but that's about all. The badge over his left pocket is a Frontflugspange, meaning that the solider flew quite a few combat sorties. The badge does not appear to be a pilot's badge. Moreover, the fact that he wears glasses tells me that he's most probably an on-board observer.
Finally, who's the blonde???

Yeah, I guess what I meant is who was he? Was he a fighter pilot, a bomber pilot, a navigator, etc....

I told you who he was. As for what he was, he was the second top scoring Rumanian fighter ace. KIA on August 18, 1944 by Mustangs.
