I can't seem to find anything about the conversion of Romanian m95s to the 7.92mm round. Does anyone know when or where this conversion took place, and what other changes might have been made?

worldwar2.ro shows a picture of the Austrian 8mm long rifle in the small arms section. It seems to be a thumbnail of the weapon featured here:

Is this the exact weapon issued to the Romanian army in world war 2?

I doubt these conversions ever existed, it's not easy to modify the caliber from 8x50r to 7,92x57 on a mannlicher m95, the barrel needs to be changed, also the bolt head, extractor and magazine need modifications. If you are interested in the modifications take a look at the Yugoslav M95m they done just that.

In the inter war era the main Romanian rifle was the French Berthier not the Mannlicher M95 not the Mannlicher M93 or the Mosin Nagant 91. The Berthier was replaced in the late '30's with Vz-24 and the Berthier was taken out of service being the worst design (but in the biggest number) of the four WWI veterans so the other three rifles were in small quantities, not enough to modify them efficiently, also modifying the MN 91 would have been a lot simpler.
