It has some details of a regimental badge. Probably it is the badge of the 8th Vânători Regiment Vodă Grigore Ghica

Interesting regiment (?) badge, currently on eBay. There are three letters visible: O R S. Any clue of the badge's origin?

I have seen it described as the badge of the Romanian Sport Organisation (Organizaţia Sportul Românesc). |

Probably INEF stands for Institutul Naţional de Educaţie Fizică (The National Institute for Physical Education). |

FRN stands for Frontul Renaşterii Naţionale (The Front of National Renaissance), the sole legal political party allowed during the royal dictatorship period of 1938-1940. |
