It's not an emblem, it's a cut off from a picture published on the cover of romanian WW II magazine ,, Aripi Romanesti " ( I don't remember the nr.of magazine). It represent a simbol of romanian aviation in the eyes of the author. Mayby i will find the original to post it.

You were probably referring to the cover of the first issue of Sburătorii României of January 1945.

That issue of Sburătorii României and the double issue of September-October 1945 are on a CD-ROM offered by Modelism.

ARR had several schools:

1. Air Force Officer School (in Bucharest, Otopeni, Turnu Severin, Calarasi)
2. Air Force NCO School (in Zilistea)
3. Fighter School (Ghimbav, then Galati)

and the list could go on. Was Salisteanu an active or a reserve officer/NCO?

at the time he was a student in some airforce school, and when the war started he enlisted. My mother said that as he lost his father very young and was a inteligent boy he was studing at a governamental school in a "internat' sistem. Thats al that I know.I´m trying to understand the educational system to cross the dates that I have.

IT was an air force or an aviation school. One could learn to fly airplanes in the inter-war Romania in many civilian flight schools.

I guess that your first frase was a question.
I´m sure that he was in an air force school. Since he was from Ardeal, i also imagine that he was sent to a nerby school. So what options he could have nearby?

There wee only two possibilities to become an ARR pilot if one did not already possess a pilot's license:
1. the Air Force Officer School in Cotroceni (that is a neighborhood in Bucharest) and then its different phases at Otopeni, Turnu Magurele, Calarasi (see here for details on the training of the class of 1942) etc.
2. the Air Force NCO School at Zilistea

These were the first steps of any recruit.

Zilistea is near Buzau and NCO is "subofiter".
