For example at 23 january '44, and 3 april '44 american reconoisance planes were flying over Bucharest at 8500 meters to plan the tomorow mission. Why werent these planes intercepted?

U.S. 15th Air Force used P-38 Lightnings ( and RAF Mosquito) for this purpose and the high alttitude of this special missions was one of the main reason the interception was not easy. Usually radar could detect only large formations and keeping planes in patrol at that high alttitude only for recce planes in time when fighter pilots were hard to find in axis forces.

I see, so i it was verry hard to reach that altitude in time, even whit a 109, probably the Lightnings were faster there.

I think a me-163 should it been there.
