CONSTANTA was launched on 3 November 1928 at Fiume, in the same place submarine DELFINUL was built. On 15 June 1931 CONSTANTA left Fiume to Romania, reaching Constanta on 20 June 1931. Starting from autumn 1935, CONSTANTA started servicing DELFINUL submarine, and on 5 October 1935 she carried the crew of the submarine to Fiume. Given the fact that DELFINUL was not ready, she returned to Romania, and eventually on 27 June 1936 she escorted DELFINUL to Constanta.

As depot ship, CONSTANTA accompanied DELFINUL to Istanbul on December 1936 and June 1937 for docking. In August 1938, in Constanta harbor was built a floating dock big enough for the couple CONSTANTA-DELFINUL to remain in Constanta permantenly.

In spring 1941, the two modern 102mm Bofors guns of CONSTANTA were given to AMIRAL MURGESCU minelayer, and CONSTANTA received instead two 76mm Vickers AA guns from the destroyers. The 2 older 40mm AA guns were previously replaced with 2x20mm Oerlikon and 2 quad Hotchkiss machineguns.

One of the 76mm guns of CONSTANTA shot down an enemy aircraft on 3 August 1941.

During the war, CONSTANTA made several departures at sea escorting the mine laying task groups or for maneuvers.

In summer 1944 she was mounted anti-magnetic skirt.

On 5 September 1944 CONSTANTA was seized by the Soviets.
