I think it was news because Turkey committed itself to an acquisition program, mentioned the number they would like to buy, the costs they expect, etc. Were these things already known? (I for one didnt know them).

Well,there are no exact numbers yet. We will know that for sure when they will place the requisition orders. There's no firm commitment (yet) regarding the numbers. If you speak about commitment to the program,yes they are indeed (like the other participants - more or less) committed to it.
