There is nothing new in this article.Its simply a matter of political decision and for them the cominng elections are infinitely more important then the defence of the country.
Why the Navy,thats another question that can be debated.BTW,16 milions for " Definul " is peanuts.Russia has only one operational sub in the Black Sea and it was launched 5 years earlier then " Delfinul ".The same " Kilo ' class.The rest of their "Cernamorski Flot ' is even older then ours ( more then 30 years on average ) and not that big. |
