North Korea says conducted nuclear test

North Korea said on Monday it had safely and successfully carried out an underground nuclear test, flying in the face of a warning from the U.N. Security Council.

South Korea's military ordered army units to step up their state of alert after the announcement by the reclusive communist state, which came as Japanese Prime Minister Shinzo Abe arrived in Seoul.

The U.S. Geological Survey said it had detected a 4.2 magnitude quake in North Korea at 10:35 local time (0135 GMT) on Monday, confirming a similar report from South Korea.

Not sure of your point in posting this. Would you not think that contingency planning is something done by any competent mlitary? To not do so would be an abrogation of their duty, by definition. This is what military people do for a living.

There are probably contingency plans tucked away for almost ANY imaginable (and some unimaginable) scenario, by every military in the world, including the Romanian one. I wouldn't think this would be new information to most people reading a military forum

It seems to me that every time there's a new flash point in the "news", one or another source will generate one or another version of the (presumably) dire and saber rattling U.S. (or other country's) war plans. I take that as further evidence of the laziness/minimal competence of even first rate "news" organizations like Reuters; it's an easy way to generate a piece.

We here should have a little more sophistication...

The real news this week re NK is that the NK's, in yet another of mysterious moves, agreed to return to the six party talks.....what, pray tell, is going on with THAT??? The Chinese arm twisting succeded? Kim J Il is a closet Republican and wants to give the Bushies an election eve gift? The U.N. "sanctions" are effective before they come into effect? The NK's want to keep the world guessing?

I vote the last.
