Nice B&W picture.
The first two are Oficiul de Educatie a Tineretului Român (OETR) badges, also known as "Straja tarii" as mentioned by b737. The back side of your first badge is certainly marked with "OTER" letters. The badge posted is a FRN badge . FRN means Frontul Renasterii Nationale(front of the national rebirth) and it was the unique party accepted by Carol 2 after his coup from 1938.
