This indeed could be a wing panel of an I.A.R. 80/81.
If I see it correctly, it's written MITRALIERE on the panel in red, which is consistent with the guess.

Great find! Was it found in Russia? If yes, where?

It's from the left wing upper surface from the machine guns hatch of an IAR 80/81 fighter.
Did you find it near Stalingrad?

There may be dead pilots under it.
You must have contacted the romanian military mission in Kabul first.
There may be human remains on the paint.
You must have disturbed the daily life of milions of ants when you took this part out of the ground.
So should be ashamed of yourself and go to a monastery for 300 years.

At page 4, the round object with a counterbalanced handle, that is the most unusual thing to find when searching a battlefield! It is an old fly fishing reel! An unique collectable item, might worth a lot for a fly fishing adicted guy, I know, I am also an angler and adicted to fly fishing but I do not collect such items.
