Russian military presence in Romania, new information on Soviet garrisons

Greetings. A Romanian historian just sent me this information on the exact location of Russian military forces in Romania. If anyone would be willing to translate this, I would really appreciate it. Multumesc foarte mult.

Ai dreptate in ceea ce priveste cantonarea trupelor sovietice la Timisoara. Din cate stiu eu, insa, Armata Rosie a fost prezenta in mai multe localitati iar Romania a fost impartita in 4 zone strategice (initial au fost propuse 5).
Pentru conformitate iti dau cateva detalii:
6 octombrie 1944 – nota a Sectiei I a Marelui Stat Major Roman asupra punerii la dispozitia Comandamentului Sovietic in 24 ore a cazarmilor de la Timisoara, Craiova, Ramnicu-Valcea.

22 februarie 1945 – raspunsul Marelui Stat Major Roman la cererea Comisiei Aliate de Control de a pune la dispozitia trupelor sovietice, care urmeaza sa vina in Romania, spatii de cazare (pentru 1-10 martie). Partea romana a identificat urmatoarele posibilitati:
a) in garnizoana Bucuresti (4 tabere)
in garnizoana Giurgiu (2 tabere)
c) in garnizoana Arad toate taberele erau deja ocupate
d) in garnizoana Craiova sovieticii se aflau deja in 4 cazarmi. Se facea propunerea ca in loc de Craiova sa se cazeze sovieticii la Caracal
e) in garnizoana Sibiu se aflau deja in 3 cazarmi.


18 iulie 1945, nota a Ministerului de Razboi catre Comisia Romana pentru Aplicarea Armistitiului privind zonele de stationare a trupelor sovietice pe teritoriul Romaniei. Conform ordinului nr. 20701 din 17 iulie 1945 al Ministerului de Razboi – Cabinet:
I. Trupele sovietice vor stationa in urmatoarele zone:
1. Arad, Oravita, Turnu Severin, Turnu-Magurele, Giurgiu, Mihai Bravu, Ramnicu-Valcea, Alba Iulia.
2. Calarasi, Jegalia
3. Mizil si aerodromurile din regiunea Ploiesti
4. Iasi, Bacau, Buzau, Mangalia, Constanta, Tulcea, Galati, Husi
5. Oltenita, Budesti
In urmatoarele garnizoane se vor face cartiruiri mixte
-Timisoara, Sibiu, Alexandria.
In garnizoana Bucuresti, se vor cartirui, de asemenea, mici unitati si subunitati sovietice.
II. In zonele rezervate pentru trupele sovietice vor intra si unitati romane ce se vor hotari ulterior, pentru care se vor da si instructiuni asupra modului cum vor fi dislocate si cazate.
III. Se reamintesc dispozitiile date prin Ordinul nr. 20473 din 16 iunie 1945 al Ministerului de Razboi – Cabinet si anume:
-In garnizoanele cuprinse in zonele de stationare a trupelor sovietice, raman pe loc anumite comandamente, formatiuni de serviciu si depozite.

18 iulie 1945, nota privind modificarile aduse zonelor de stationare ale trupelor sovietice:
1. Au fost adaugate zonele:
-Mizil
-Oltenita-Budesti
2. S-a renuntat la zona
-Brasov
3. S-au fixat garnizoane mixte romano-sovietice la:
-Bucuresti
-Timisoara
-Sibiu
-Alexandria


Dupa cum stii probabil, se apreciaza ca pe teritoriul Romaniei au stationat intre 145000 (iunie 1946) si 32000 (dupa anul 1950) de militari sovietici.
In momentul retragerii rusilor din Romania in 1958 conform unui Plan de activitati privind retragerea sovieticilor erau urmatoarele garnizoane ce adaposteau militari sovietici:
Braila, Galati, Focsani, Ramnicu Sarat, Boboc, Ianca, Alexeni, Rodna Lipova, Arad, Timisoara, Baragan, Constanta, Iasi.

You were right about Soviet troops stationed in Timisoara. From what I know, however, the Red Army was present in several cities and Romania was divided into four strategic area (initially five were proposed).

6 October 1944 - a memo from the 1st Section of the Romanian General Staff about handing over barracks in Timisoara, Craiova, Rmanicu-Valcea to the Soviet Command.

e) Sibiu - Soviets already occupy 3 barracks

19 July 1945 - a memo of the Ministry of War to the Romanian Armistice Commission about the areas of deployment of the Soviet troops on Romanian soil. According to the order no. 20701/17 July 1945 of the Ministry of War:
I. The Soviet troops will be stationed in the following areas:
1. Arad, Oravita, Turnu Severin, Turnu-Magurele, Giurgiu, Mihai Bravu, Ramnicu-Valcea, Alba Iulia.

That is probbaly because at the time NW Transylvania was still under direct Soviet administration, so there was no need to request barracks from the Romanian authorities.

I found on internet (http://en.wikipedia.org/wiki/Southern_Group_of_Forces) a interesting information reguarding Hungarian Revolution in 1956
'On October 24, 1956 the 33rd Guard 'Kherson' Mechanized Division, previously stationed in Romania near the Romanian-Hungarian border ...entered Hungary'
If other information I posses (from other sources) are correct, this Division was stationed in the Arad-Timisoara-Lugoj area and returned in 1957 to his stabile garrisons in Romania for a year, until his retreat in USSR in summer 1958. Do you have additional informations reguarding this soviet division? It will be useful to identify a major soviet unit from Romania prior 1958!
