Is written "FUR 25 JAHRE TREUE DIENSTE"

The medal's appearance (and the language, of course) suggests to me that it was a GDR award.

It means "for 25 years loyal service" , it is a GDR (DDR) medal. You must know that the east german regime had a lot of medals and orders.This is a 3rd class medal for a policeman.
