The problem is that they look friendly one eachother. And the soldier near the civilian has a hungarian helmet. And a rifle. And all the picture looks peacefully...

Kepi, what can you tell us about the 3 military men from behind the hungarian oficer? They look like hungarian soldiers for me.
Has the soldier from behind hungarian oficer a "porthart" in his left hand?
What about the hungarian officer's uniform? What kind of uniform it is? Which military specialty he has and what rank?

But that officer is a hungarian PRISONER, token by ROMANIAN army. If the soldiers from the 2nd line of the picture are armed (see their rifles) hungarian soldiers, then there is a little problem...

The photo certainly doesn't look like the Hungarian officer is a prisoner. He rather looks equal to his Rumanian counterpart. Notice that he still has his pistol holder (could be empty, though). Moreover, the soldiers in the rear are Hungarians, and are armed.
Could this be a snap shot taken at the Rumanian-Hungarian border, during wartime?

P.S. Based on my experience, one should not always believe what the photo captions - often written many years after the actual photo had been taken - say...
