It is clear that Romanian army encountered T-28 tanks in 1941 by several photographs and footage I have seen. I also remember seeing at the history museum in Buzau another photograph with Romanian soldiers examining an abandoned T-28.
It's interesting to know which Soviet units had T-28 tanks. |

I've have found the following statement on the battlefield.ru website:
"In 1939 there were four heavy tank brigades: the 4th, 5th 10th, and 20th tank brigades. ....... The 4th and 10th tank brigades were the first tank brigades which took part in military conflict. In September 1939 they took part in the occupation of Bessarabia (West Ukraine)." http://www.battlefield.ru/t28.html |

Just that this couldn't have happened in September 1939, but June 1940.
