Stefan Holban was born on 15 May 1869 in Vaslui.
He graduated from the Infantry and Cavalry Officer School in Bucharest in 1889 and attended the classes of the Military Academny between 1898-1900. At the beginning of WW1 he had the rank of colonel and was in charge of the supply system in Dobruja. On 13 October 1916 he took over the 9th Infantry Division and then the 9/191th Division (created through the merger of the remains of the two units). In December he was attached to the Russian Command in Romania. In 1917 he was promoted to the rank of brigadier general. In June 1918 he was appointed at the command of the 6th Division, which was deployed in Transylvania at the end of 1918. After the war, in 1921, he was promoted to the rank of major general.
