Nowadays the State Mint (Monetăria Statului in Romanian) is a financially independent company owned by the state which has the monopoly of producing circulation coins and decorations.

This is the Medal for Valour and Faith, not the badge of the Order for Valour and Faith. The order was established only in 2004 (see further details here).

You are probably referring to the Cross for Sanitary Merit established in 1913. The Order for Sanitary Merit illustrated above is said to continue the tradition of the Queen Mary's Cross Order established in 1917.
