At what level was Japan represented in Bucharest, in 1920's...1930's...1940's?
Were Japan's interests represented by other country, or they had their own embassy building, their own ambassador, their own military attache?

In the period you mentioned,diplomatic relations betwen most nations were at " Legation " level,headed by a minister.As far as I remember,all romanian diplomatic relations were at that level prior to SWW,inspite of MAE eforts to rise them to embassy level,with some countries such as France.
