I've found in some books a certain "23 Mixed Brigade" (Brigada 23 Mixtă) that was part of the 2-nd Amy Corps, operating from Danube Delta in june 1941. But no mention as to why was it "mixed", nor about its commanding officer or its ulterior destination.
The books mentioned are: "Eliberarea Basarabiei si a nordului Bucovinei", by Al. Duţu and Mihai Retegan and "Armata romana in al II-lea razboi mondial 1941-1945, dictionar enciclopedic", by Alesandru Duţu, Florica Dobre and Leonida Loghin.
Was there such a mysterious unit? Under whose command?

Possibly a mix of marines, artillery and navy, although from memory the latter source you listed does not mention it.

It is mentioned at page 108, as part of the 2-nd Army Corps in the article concerning it.
Initially, I thought so too, because there are 3 Marine Infantry battalions (15, 16, 17) listed as part of the 2-nd Army Corps, but not in the same time with the above-mentioned Brigade. But there are no other mentions, neither of the Brigade, nor of other "Mixed Brigade" with a smaller than 23 number. Except, of course, the 1-st to 4-th Mountain Mixed Brigades...
Still, no commanding officer appears!
LE: I see now that on "your" map, there are 3 Brigades of Marines! biggrin.gif

Those are Marine Battalions - they were part of the Marine Regiment, and three more Marine Battalions were raised during the war.

I've seen references to the 23rd Brigade in both Rumanian and German sources, but the unit seems to disappear after the beginning stages of Barbarossa. Could it be a remnant from a disbanded 23rd Infantry Division?
