Interestingly, Marina Română no. 107 says that your officer is Vice-Admiral Constantin Bălescu (1918-1920). For Vice-Admiral Ioan Bălănescu it gives the photo below.
MR's Bălănescu is older and appears to be wearing an older style uniform. Could it be that there has been a confusion of the two photographs in the publishing office of Marina Română? |

Yes. The photographs are in reverse. The shoulder boards are identical to a WW1 period insignia. They were worn through the mid to late 1930's and is distinguished by the bullion wire rope border. The cypher insignia of King Carol II is the new version introduced in 1934. I beleive the rope border was abolished in the late 1930's prior to WW2. I do not know who was the Commander of the Royal navy between 1937-1940. Chanches are that he wore the identical shoulder boards with cypher but lacked the bullion wire rope border.

I'm looking for as much descriptive biography of adm. Bălănescu as possible (might be in Romanian - no problem with that). I'm also looking for a good photo which can be used in an article - any idea where I can find such one?
