I need some info about the halftracks and tractors used by the Romanian Army.

SdKfz 9 FAMO: how many of them were bought? What units used them?
SdKfz 10: only nine were received in 1942, did they survive the Stalingrad campaign?
SdKfz 11: again, nine vehicles received in 1942, how many survived Stalingrad? Any additional numbers received ?
SdKfz 250: were these halftracks known as ''SPW ușor'' or ''SPW mic''? What was the total number of units received by the Romanian Army?
SdKfz 251: how many vehicles were received?
RSO: what was the official name?
CKD Praga T6 tractor: official name?

And another question related to SdKfz 9 FAMO: can this vehicle be considered an armoured halftrack?

The answer to the SdKfz 250 part of your question is already on the forum.

As far as the SdKfz 9 being an "armoured" vehicle the answer is no.

Does this vehicle look like a Sonderkraftfahrzeug 250/9 Neu? I'm not sure.

Yes, this is the late model "neu" version.
In this photo, it is clearly shown by the straight (instead of multiple-angled) sides of the fighting compartment and the enclosed storage boxes above the tracks.

How many Sd.Kfz. 251 did the 1st Armored Division receive in 1942?

Romania received only 6 Sdkfz 251\9 only in 1944
The picture description is a little bit wrong
There was no sdkfz 251\9 in romanian use at don bend
The Second Armored Regiment was relegated to training and guarding duties around Odessa in that time

I have this photo in my collection. The photo has no mention on its back. The info about the "2nd Moto Regiment" posted its bogus, because the image was probably poached from somewhere.

the photo was from a set of two. There was also another one of a Kubelwagen with a large omni antenna (probably a command vehicle). My guess is that it was some kind of a show for the personnel to get acquainted with the new equipment sometimes in late 1943/early 1944.

I will post both of them tonight (if I don't forget).

221 ordered in 1941, only ~130 received. All surviving T-6 tractors were scrapped by 1961.
