Thus it is quite right to assert that the government of Hungary didn't have control of its country (however small it remained...). True?

MMM, if you mean by this the hungarian government desire to please the Entente in the idea of obtaining guarantees that neighboring countries eager to obtain territories from Hungary will have no reason to accuse Hungary then the answer is yes! On the other hand the appeasement (and defeatist) policy of Mihály Károlyi and his government, led to the occupation of a large part of the country by foreign armies which were not halted when they could (early december 1918 f.i.)!
