Its a commemorative Medal for Lenin.

Not sure if you are trying to say its for Foreigners / Foreign people

which I dont think is true as I have one of these and the award brevet to a Russian in my collection and it looks exactly the same as yours.

Hello Kevin,

there are 3 types of this medal:

Type I: For valiant labor
Type II: For military valor
Type III: For foreigners

There are about 11 million medals of type I and type II, and only about 5000 of type III.
Your medal is worth about 5-10€, about as much as medals of type I, only medals of type III are worth much more.

Please look at the pictures more closely and see the differences for yourself.
