It's about the licence bought by Italy in 1941 to build 1000 pcs. of IAR 80 and to be deployed in North Africa squadrons (with sand cammo). In exchange Italy offered to Romania the licence to build the Macchi 202 and 205 at IAR Brasov to help US pilots better ID the enemy fighters in Romanian sky.

Well, considering that Traian and his legions came from Rome, then yes, the I.A.R. 80 was an Italian fighter!
