It was already changed in the 70's, but not quite in the most important areas along the shore. Your photo does not look as Constanta harbour area, as it was in the 70's (and 40's). Obviously, it does not look as the famous paved walking area, were the Casino is. Your photo clearly shows a residential zone, with a low shore. To the north of the Constanta city, were the urban outskirts touch the sea, the shore is high, and from the sea you see the buildings as on the top of a little hill. The shore decrease its height to the north of Constanta. So my opinion: It is not Constanta.

Indeed, the tower in the second photo looks very much like the White Tower in Thessaloniki (see here for example).
