Constanta changed a lot in the 60 years after war. It was already changed in the 70's, but not quite in the most important areas along the shore.
Your photo does not look as Constanta harbour area, as it was in the 70's (and 40's). Obviously, it does not look as the famous paved walking area, were the Casino is.
Your photo clearly shows a residential zone, with a low shore.
To the north of the Constanta city, were the urban outskirts touch the sea, the shore is high, and from the sea you see the buildings as on the top of a little hill.
The shore decrease its height to the north of Constanta.
So my opinion: It is not Constanta.

I just posted another photo taken on the same location.
I don't think it's Rumania, either.
To me it looks more like Greece.

This photo shows a big round tower on the right side. To my knowledge there is/was no such tower in Constanta. Furthermore I agree with Florin that the profile of the shore in general does not corespond to that in Constanta.

Indeed, the tower in the second photo looks very much like the White Tower in Thessaloniki (see here for example).
