Awarded? Hmmm... It is only a commemorative token. Such tokens (in the same style - high relief) were also struck with Dr. Nicolae Kretzulescu, in 1943.

I'm not even sure it's a medal, since we cannot see the back of it... It looks solid-made, but the quality of the metal is like that of a tinny.
