The question is if someone can identify the General de Brigadă (first from right) in the photo attached below. Location and time-frame - unknown. Thanks!

Yes, you are right, I consulted the excellent list Romanian officers decorated with "Mihai Viteazul" Order and after eliminating the known faces, the ones I could find photos of, and the ones decorated after 23 August 1944, I came up with the following list:

General de brigadă Arbore P. Ioan - Şeful statului major al Armatei 3: DR 1647/16.06.1943 - cl. III
General de brigadă Mihăescu D. Ioan - comandantul Diviziei 1 infanterie: DR 2549/1.09.1942 - cl. III

From the above list, I found photos of General de brigadă Stavrescu C. III Of course he could also be one of the generals that received the MV Order with a lower rank either in WW1 or WW2 and then he would not be in this list.
