I have managed to find on the net the article I was referring to in the post on the Fall of Iasi in August 1944 and which has originally appeared in the March 2001 issue of World War II

Due to the unavailability of German tanks, each army corps was assigned an assault-gun detachment in lieu of the normal panzer reserve.
